Ex-Panola chief can’t appeal, U.S. judge says

OXFORD – Former Panola County administrator David Chandler cannot appeal his 2011 guilty plea.
U.S. District Judge Sharion Aycock on Tuesday denied his motion for more time, writing that she found “no good cause or excusable neglect” to allow Chandler more time after he missed the filing deadline.
Chandler, 58, pleaded guilty to two federal counts that he defrauded and embezzled from the county.
Last month, he began serving a 14-month prison sentence at a federal facility in Yazoo County.
Chandler’s attorney, Hiram Eastland of Greenwood, asked Aycock to allow his client more time, claiming Chandler was so depressed that he couldn’t make a decision about the appeal until it was beyond the deadline.
