A couple must be married for at least three years. A single person over the age of 23 can also qualify to adopt.
The family must have sufficient income to meet the additional needs of the adopted child.
The prospective parents must submit an application. If the application is approved, the prospective parents will be visited in their home, which will be evaluated for safety. Adoptions handled by a state organization will require the couple to attend parenting classes.
The cost can vary from as little as $450 to $25,000, depending on how the adoption is handled.
