Republican Bryant is signing bills Monday to make changes in the workers compensation system and provide financial breaks for businesses paying the inventory tax.
Critics say the workers comp changes could limit injured employees' ability to receive money.
Democratic Sen. Hob Bryan says the state could lose money by giving larger income-tax credits for those paying the inventory tax.
Bryant also is signing one bill to provide incentives for health care businesses that create new jobs and another to allow high school students to take job training classes at community colleges.
The bills become law July 1.
