Republican Bryant spoke Wednesday at Mississippi College during a conference about the Affordable Care Act, which he calls "Obamacare."
The governor repeated his opposition to expanding Medicaid, which the U.S. Supreme Court says is optional under the law.
State Insurance Commissioner Mike Chaney is moving forward with one part of complying with the law. He's working to create a health care exchange where people can shop online for health insurance.
Last week, Chaney met one deadline by submitting documents to the federal government, showing minimum levels of coverage that would be available under the Mississippi exchange.
