House Bill 1139 would apply only if the hunter is the landowner or is leasing the land, member of a hunting club, or a guest. If a license is required, the hunter would still be required to purchase that license.
Rep. Ken Morgan, a Republican from Morgantown, is one of the authors of the bill. He says it will allow those who don't want to hunt with primitive weapons or buy additional weapons to participate in this part of deer season.
The bill would not apply to public lands.
